It turns out the biggest barriers aren’t technical. They’re psychological.

In my research, I found that developers, investors, and even public agencies often avoid MMC not because of actual failures, but because of the perception that MMC introduces uncertainty. Concerns about cost overruns, regulatory pushback, or lender skepticism all create a sense that “it’s safer to stick with what we know.”

But here’s the truth: traditional construction is not risk-free. Labor shortages, weather delays, material cost swings, and change orders are baked into the process. MMC addresses many of these variables head-on.

The real risk? Stagnation.


2. Institutional Culture Favors the Known

In interviews and case studies, many stakeholders admitted they saw value in MMC—but were hesitant to be first. Institutions are naturally cautious, and few want to bet their reputation or budget on unfamiliar methods.

But innovation never scales without early adopters. Without city officials, lenders, and GCs willing to push through initial learning curves, even the best systems stall out.

You can’t de-risk MMC through brochures alone. Trust builds when people see it work—in their city, in their financing model, in their permitting office.

That’s why I advocate for pilot projects, especially those backed by public-private partnerships. These projects generate data, refine workflows, and—most importantly—build institutional comfort with new systems.
